The 28th Amendment – Working Draft
A Fourth Branch of Government, The Authoritative Branch, We The People, is to be established as the first branch of government, preceding the executive branch and completing a four part model of governance that calls for the identification of consenting governed citizens to include all citizens of the United States Of America, not excluding those citizens of the United States serving in the executive, legislative or judicial branches.

Purpose
To strike permanent, clear and immutable understanding that the identity of the United States citizen is a consenting governed identity consisting of four branches of government whereby the hallmark of our freedom from tyranny centers on the self evidence that all people are created equal, and the freedoms we enjoy are not to be diminished by oppressive abusers of the rule of law.
No citizen of the United States of America shall be considered inferior to any other citizen regardless of any demographic or implied positional authority. Thus reaffirming the rights and privileges afforded the US Citizen are not undermined by the wealth or resources of any citizen over another.

Kleptocracy is presently undermining the authority of We The People, the consenting governed, and poses the number one threat to the United States Of America by nature of domestic enemies operating in positions of leadership most notably in governance, commerce and academia.
Kleptocracy is Public Enemy # 1
We The People are losing, Kleptocracy is winning.
Kleptocrats are both partisan and non partisan, meaning they operate under commonly known political titles such as Republican or Democrat. Kleptocrats abuse the oath of office and deny public trust through grand collusion with known or unknown enemies of the United States.

Arcanum Global is one example of organizations that now brazenly offer banking, mining, and public relations services creating misinformation. Beyond remaking known criminals reputations to appear as legitimate civil rights leaders, their misinformation is propagated through corporate owned media markets and drives psychological tension in populations. Where psychological warfare once was reserved for military or secretive government operations, it is now offered commercially courtesy of a staff trained by the wealthiest tax based governments in the world. Key figures with Arcanum Global served as intelligence leaders in the United States and United Kingdom.
Your USA Tax Dollars Fund Kleptocrats Destruction Of USA
As grand collusion continues to strike a “norm” in US commerce and governance, we have witnessed the strategic tactics of criminal intelligence pitting US citizens against one another and fueling dissent and even an open attack on our US Capital stirred by an outraged outgoing US President. These strategic bipartisan attacks in various forms serve to further weaken public trust in US Government and cripple government services. As services decline, crime rates increase. We are clearly under attack from a domestic enemy in collusion with international criminals now entrenched within our commercial, governance and academic systems.
We The People A Consenting Governed
To ensure the ethical best practices are utilized in the crafting of bills and lawmaking and commercial governance, a transparent, public and systemic approach of identifying and resolving the kleptocracy issue is called for. Initiative is to be taken by all branches of government and crafted under the authority of the people of the United States according to ethical best practices.
